Developed from 15 case studies across eight countries, this publication presents real-world examples of effective digital strategies and provides a practical, seven-step framework to guide school leaders through designing, implementing and evaluating their own whole-school digital education strategies.

The guidelines focus on building a tailored, inclusive and sustainable approach that reflects the needs and values of each school. Leaders are encouraged to assess current digital capacity, involve all stakeholders, and align digital goals with wider educational priorities.

The seven steps of the framework are:

  • Establishing a strong leadership team
  • Defining a strategic vision and priorities
  • Identifying needs and challenges
  • Assessing and allocating resources
  • Engaging the whole school community
  • Translating the vision into actionable steps
  • Setting up monitoring and evaluation processes

Part one of the report explores why digital competences matter, the growing role of artificial intelligence in education and the need for visionary school leadership. Part two is a hands-on guide to strategy development, grounded in school-based examples.

The publication is designed to inspire school leaders to adapt the framework to their own context, drawing ideas from schools that have successfully navigated the digital transformation.
